With deep admiration and gratitude, we present the DAISY Lifetime Nursing Achievement Award to CAPT Aisha Brooks, whose 28-year nursing career has profoundly shaped the nursing profession and public health on a national and global scale.
As a transformational leader in nursing policy, workforce development, and health equity, CAPT Brooks has championed initiatives that highlight the unique contributions of nurses, ensuring their voices and expertise shape healthcare delivery and policy. Her leadership in the U.S. Public Health Service (USPHS) Commissioned Corps has strengthened the nation’s nursing workforce, expanded access to care for underserved communities, and enhanced emergency preparedness through innovative, nurse-driven solutions.
Serving as the 12th Chief Nurse of the USPHS, CAPT Brooks has advised the Surgeon General on the deployment and capabilities of nurses, ensuring their critical role in advancing the health and safety of the nation. As the ICN Government Chief Nursing and Midwifery Officer (GCNMO) representing the U.S. Department of Health and Human Services (HHS), she has also been a global advocate for nursing workforce sustainability and excellence.
Her legacy includes the redesign of national grant programs to promote workforce diversity, integration of technology in nursing education, and the creation of innovative initiatives that improve access to care in health professional shortage areas. Through her leadership at HHS-HRSA, and ASPR, she has successfully bridged policy with practice, elevating the role of nurses in emergency response, disaster recovery, and behavioral health integration.
